　　按出訪人員隸屬關系，分別由市外辦、省級主管部門、大專院校等具有證照收繳保管權的部門開具介紹信。如由證照收繳保管單位的專辦員前來申辦出國 (境)手續，可出示專辦員證，不需要介紹信。
